Main Purpose and Function

The Manager, Learning Support resides in the Development, Buildings and Licensing Department and will be responsible for overseeing staff development and the delivery of inter-departmental training programs.

The position is cross-functional and cross disciplinary, and works closely with a team of Directors, Assistant Directors Managers and Supervisors across Development, Buildings and Licensing, along with multiple internal and external stakeholders including Planning and Sustainability, Community Services, Engineering, Environmental and Industry partners.

The position will contribute to the adoption of the Development, Buildings and Licensing staff development framework and will lead create, shape, and advance training and development standards across Development Buildings and Licensing and other departments supporting the work, and be responsible for their practical and consistent application, to support continual improvement. The Manager, Learning Support will provide direction and define project scope, departmental objectives, and deliverables to meet the business needs.

The position may be assigned other related initiatives during the course of the 1 year term.

Specific Duties and Responsibilities

  • Plan, develop, and provide training and staff development programs, using knowledge of the effectiveness of methods such as classroom training, online learning,demonstrations, on-the-job training, meetings, conferences, and workshops.
  • Analyze training needs to develop new training programs or modify and improve existing programs.
  • Conduct or arrange for ongoing technical training and personal development classes for staff members.
  • Confer with management and conduct surveys to identify training needs based on projected production processes, changes, and other factors.
  • Develop testing and evaluation procedures.
  • Evaluate instructor performance and the effectiveness of training programs, providing recommendations for improvement.
  • Develop and organize training manuals, multimedia visual aids, and other educational materials.
  • Train managers and supervisors in techniques and skills for training and dealing with employees.
  • Conduct orientation sessions and arrange on-the-job training for new hires
  • Validate scope, schedule, resources with branch managers; develop overall Implementation Plan;
  • Proactively identify and engage stakeholders to build capacity through a series of learning opportunities including workshops and presentations;
  • Facilitate and lead project progress reporting and decision-making meetings with the project departmental leadership;
  • Perform other duties/responsibilities as assigned.

Qualifications

The successful candidate is a progressive, collaborative, adaptable and strategic professional with a strong combination of staff development experience, team leadership and the ability to implement and operationalize multiple processes and procedures.

Education and Experience:

  • Post-secondary education, preferably a university of college degree in management, education or administration, supplemented by a minimum of 5 years of leadership experience (preferably in a unionized environment); or an equivalent combination of education and experience
  • Minimum of 3 years of industry experience in project management with progressively complex, business transformation projects leading multi-disciplinary teams
  • Demonstrated experience developing and reporting on projects and programs for various projects and initiatives, developing analyses and reports; and formulating options for presentation and decision-making.
  • Experience in managing teams and diverse stakeholder groups

Knowledge, Skills and Abilities:

  • Experience in over multi-disciplinary teams and diverse stakeholder groups on complex projects
  • Extensive knowledge of project management methodologies, practices, processes and policies and their application
  • Ability to guide, direct and motivate staff and set and monitor performance standards
  • Ability to organize, coordinate, and manage projects and project teams crossing multiple divisions, multiple business processes and multiple stakeholder groups
  • Proven ability to innovate, lead and implement change in the workplace
  • Experience in public consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members
  • Experience working in a matrix reporting relationship an asset
  • Ability to converse with, write reports for and create/deliver presentations to all levels of colleagues and peer groups in ways that support problem solving and planning
  • Ability to manage large workloads, set priorities and multitask effectively
  • Ability to develop and maintain effective working relationships with technical and professional staff, as well as external third parties
  • Ability to manage change and assist others with adapting to change
  • Ability to exercise independent and sound judgment and resolve conflicts arising within the staff teams or in interactions with others in the most advantageous manner to all parties
  • Experience working in public sector environment

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
