What will you be doing!

  • Overseeing all Interactions with the Canadian Nuclear Safety Commission (CNSC) and other Regulators (ERM Licenses & defined Safety and Controlled Areas (SCA) areas).
    • CNSC Commission Meetings and Hearings for ERM Licenses.
    • CNSC Staff Meetings for ERM Licenses and defined SCA areas.
    • Planning, preparing and executing engagement with other regulators for ERM Licenses and defined SCA areas.
    • Identifying and escalating highly complex, specialized, or sensitive issues from regulators to appropriate higher levels.
  • Canadian Nuclear Laboratories (CNL) Governance - Overseeing effective implementation of all legislation, regulations and standards into CNL governance documents across CNL.
    • Ensuring alignment of CNL governance documents (Management System documents) with legislation, regulations and standards (specific to ERM sites).
    • Monitoring implementation and compliance with requirements (ERM Licenses and defined SCA areas).
  • Ensuring compliance with licensing basis (ERM Licenses, in conjunction with Site License holders).
    • Reviewing License Basis Assessments for proposed activities and projects at ERM licensed sites.
    • Ensuring completion of compliance evaluations with Licensing Basis, for defined SCAs and ERM sites.
    • Ensuring risk based assessments are completed to inform planning of necessary assessments, and appropriate corrective actions developed and implemented.
  • Contributing to and leading the implementation of the overall CNL licensing strategy.
    • Ensuring implementation of aspects of the strategic licensing plan for CNL to ensure successful execution of major licensing activities for ERM sites (including, but not limited to: Annual Regulatory Oversight Review, Mid-Term Update, License Renewals, other License applications).
    • Coordinating CNSC licensing processes for new facilities or activities with requirements from other regulators in alignment with the strategic plan.
    • Contributing to the periodic update of the CNL strategic licensing plan.
  • Contributing to development, maintaining and implementing the Regulatory Affairs Function Support Area Management System.
    • Contributing to CNL Management System licensing and regulatory processes and procedures, developing in alignment with CNSC and other regulators requirements.
    • Contributing to maintenance and continuous improvement of Regulatory Affairs Management System documents.
    • Monitoring implementation of CNL Management System licensing and regulatory processes and procedures at ERM Sites.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
    • Honours Bachelor in Engineering or Science from a recognized university of recognized standing or membership in an engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization.
  • Experience
    • Minimum of 15 years' experience with significant experience in management positions related to licensing or functional support areas within the Canadian Regulatory Framework.
  • Knowledge, Skills & Abilities
    • Experience interacting with CNSC and other regulatory bodies.
    • Knowledge of applicable regulatory requirements and documents.
  • Security Clearance Eligibility Required
    • Level 2 Secret requires a minimum of 7 years of verifiable history in Canada, Australia, New Zealand, the United States, and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's "Standard on Security Screening" and the "Policy on Government Security."
